In March 2019, the governments of Brazil and the United States initiated a bilateral cooperation initiative called the US-Brazil Energy Forum (USBEF). Chaired by the Ministry of Mines and Energy (MME) and the U.S. Department of Energy (US DOE), the USBEF seeks to strengthen the relationship between the two countries in the energy industries through collaboration on technical, regulatory and policy issues of mutual interest. The partnership also provides for a contribution to reducing critical barriers to bilateral energy trade and investment.
One of the agreed initiatives was the development of the Heavy Duty NGV Roadmap, sponsored by the US DOE and developed in partnership with one of its national laboratories, the Argonne National Laboratory. The documents resulting from this work constitute important subsidies for the design and improvement of energy policies, such as the Novo Mercado de Gás and others, developed at the state level, as well as for decarbonization policies in the transport sector in Brazil, such as the Fuel of the Future.
On the Brazilian side, the initiative was organized by the EPE (Energy Research Company) and had broad participation from the public sector, agents from the natural gas industry, fleet operators, vehicle manufacturers, suppliers of components and equipment for CNG, suppliers of fuels and civil society. The project started on November 1, 2020 and ended in August 2021, when the work completion workshop was held.
Principals involved in the project included: Dr. Jeffrey Seisler, Principal Contractor and Expert (CEO, Clean Fuels Consulting);
Marcy Rood, Technology Integration Manager, Argonne National Laboratory (Roadmap Project Manager);
Elena Berger, Brazil Desk Manager, U.S. Department of Energy;
Aldo Barroso Jr., Director Natural Gas, Ministry of Mines and Energy (MME);
Heloisa Borges, Director Oil, Gas & Biofuels, Energy Research Agency (EPE)
